Follow-up Study on Integrated Master Plan for Sustainable Development of Siem Reap City in the Kingdom of Cambodia

Siem Reap encompasses the World Heritage site including the famous temples of Angkor Wat and Angkor Thom, is one of the most attractive tourist destinations in Cambodia. The city of Siem Reap has recently faced critical urban issues of insufficient infrastructure and traffic problems due to rapid urbanization. A rapid increase in tourism has threatened the heritage environment. The Japanese Government has been supporting the Cambodian Government for decades in conserving the historical environment, offering technical assistance for the archeological renovation of heritage sites and the improvement of the infrastructure of the city.
From an integrated planning point of view, the Japanese Government decided to conduct the “Integrated Master Plan for Sustainable Development of Siem Reap City” in response to the Cambodian Government’s request. This follow-up study aimed to review the master plan in order to identify possibilities of further assistances by the Japanese Government for the sustainable development of Siem Reap.
The study focused on city-wide transportation improvement and of Siem Reap city center. Based on the baseline survey and analysis, the study identified key proposed projects and programs in line with the master plan and counterpart inputs of the Cambodian Government, and recommended priority projects for potential assistance by the Japanese Government.

Preparatory Study on Formulation of Basic Strategies for Regional Core Cities Development in Lao People’s Democratic Republic

Cities in Laos, such as Vientiane, the capital or Kaysone Phomvihan City (formerly Savannakhet), the second largest city and a commercial center in the southern part of the country, Pakse City, the third largest city, and Luang Prabang a World Heritage town have been expanding and have accelerated their population increase and economic growth in recent years. In this context, the Japanese Government were requested to conduct a basic study to formulate a development scenario in combination with their regional development strategies for local cities in Laos, in order to identify further development assistance through predicting directions of urban development for each city.

The study gave particular weight to the planning of Kaysone Phomvihan and Pakse, where growth management and land use needed to be established in association with adequate infrastructure development based on the proposed concept and development strategies for long-term development. The study proposed programs and projects including capacity development for urban development with a view to the possibility of further assistance by ODA.

The Study on Earthquake Disaster Recover and Rehabilitation of Muzaffarabad 

The Kashmir earthquake in Pakistan extensively damaged the city of Muzaffarabad, the capital of the province of Azad Jammu and Kashmir, and its surroundings. Muzaffarabad. the largest city in the province with a population of 200,000, suffered heavily from the earthquake, and there were a large number of victims in the Northern District close to the epicenter. In this area there was a situation of total collapse; public buildings were partially destroyed, including ministries’ office and urban services malfunctioned.
The Pakistan Government requested urgent assistance from the government of Japan in order to recover and reconstruct the city based on Japanese experience and knowledge.
The study aimed to establish the master plan for reconstruction of Muzaffarabad City and implement urgent pilot projects including school construction and disaster prevention education to support effective recovery and prevent secondary disasters in the city.
